Well depends on how much you want to spend.
Cheap, lite, durable choose only 2
Cheap and lite = not durable
Lite and dutiable = not cheap
Cheap and durable = not lite
Cross country (XC) and Downhill (DH) are opposites.
A XC bike will go downhill but will fall apart soon as most are built to go up hill fast and are built lite and not as strong as a DH bike.
A DH bike will go cross country but it would not be much fun as its heavy and you will be left behind by your pals on XC bikes.

Anything that is beefy enough to handle cross country and downhill riding will need to have some weight to it, unless you go with full carbon fiber frame, fork and wheels. And then, you're talking some pretty serious money.
If you want a lighter bike, you might want to stick to the pavement.

Lots of things affect weight. For example tires. My road bike tires weigh 230 grams each. Typical MTB tires are 455. You need more rubber for grip and puncture resistance off road. Cross country tires are thinner like a road tire, but knobby and they are in between weight wise. Aluminum will be a lighter frame, but steel wil take abuse a lot better. The biggest area of weight for most riders, is the rider. What you wear, your shoes, how much water you carry, and of course how much you weigh are important. It ALL has to go up and down the hills. Not just the bike. Sounds like a hard tail MTB with slimmer tires is going to fill your bill. Your inseam will determine whether you need a kids size or an adult one. And, about being "only 13." On a charity ride today, I was doing about 17 mph when a 13 year old on a Trek flew by me at about 21 mph. I consoled myself with the fact that he was doing a shorter route today than I was. There is no substitute for young legs.
